In NWOD Celerity, Vigor and Fortitude can be self taught by anyone, will this be the case or will they still require a mentor as per OWOD?

So as not to disadvantage the Clans with these disciplines in clan, they will require a teacher. You will be able to teach disciplines that you have in clan up to the level that you have in them. You will be able to teach other disciplines up to Level-1. For example, if you an Assamite have Dominate 3, you'd be able to teach up to Dominate 2. As per current rules you'll be able to self-develop in-clan disciplines.

OK, that didn't take long.

Str - (Durability of weapon +2) = Draw to damage weapon structure. Note that 0 or less means no draw whatsoever, not a chance draw.
